Data lacking to back up HOPE statement

Atlanta Journal-Constitution "Politifact" rates a statement by Gov. Deal and many other top officials regarding the impact of HOPE in keeping "70% of the high school students who make 1400 or above on the SAT in Georgia." "Recent information backs up the larger claim that more of Georgia's high-achieving students are staying in-state to attend college," the article concludes, but rates a "mostly false" on the specific figures.
