Governor’s proposed budget would bring significant support for UGA

Governor Brian Kemp unveiled his recommendations for the amended Fiscal Year 2026 and Fiscal Year 2027 state budgets during his final State of the State address, outlining investments that include funding for the University System of Georgia and the University of Georgia.

The governor’s proposals reflect a strong commitment to affordability, student opportunity, workforce development, and strategic investment in public higher education.

“On behalf of the faculty, staff, and students of the University of Georgia, I want to thank Governor Kemp for his strong and steadfast support,” said UGA President Jere W. Morehead. “The governor’s amended FY26 and FY27 budget proposals would strengthen UGA’s ability to fulfill its critical mission while making higher education more accessible for generations of future students throughout Georgia. UGA is grateful for the governor’s vision, and we look forward to advocating for these proposals throughout the legislative session.”

The proposed budget includes $104.9 million to support a one-time salary supplement of $2,000 for all full-time, regular state employees.

One of the most impactful proposals for students is the allocation of $325 million to the University System of Georgia to provide matching endowment funds for the DREAMS Scholarship Program. Intended to complement the HOPE Scholarship’s merit-based, tuition-only support, DREAMS funds could be applied to any essential college expense for undergraduate students who demonstrate financial need after other aid has been applied.

The governor’s recommendation includes $9.5 million in new formula funding to provide essential startup funds for the UGA School of Medicine. An additional $11.43 million would provide funding for equipment and other one-time needs.

In addition, the proposal calls for $5.6 million for the design of a UGA School of Nursing facility.

“The governor’s proposed budget provides important resources for the university’s core operations,” said Ryan Nesbit, vice president for finance and administration. “These investments will help students, faculty and staff while allowing the university to manage growth responsibly.”

The proposal also includes $34.5 million to support the fourth phase of UGA’s ongoing Science and Ag Hill modernization project to renovate, upgrade, and expand laboratory and learning spaces to spur continued growth in STEM education and research.

Phase three of this project is already underway and is set to open in January 2027 in Cedar Street Building A. This phase includes the construction of a new instructional hub in the south wing of the former Poultry Sciences Building, as well as new space in the north wing dedicated to the Institute of Integrated Precision Agriculture.

The governor’s proposal further calls for $3 million to support the purchase of equipment in the former poultry building as well as $5 million to renovate the former Environmental Health Sciences building.

“The governor’s budget recommendations outline several priorities that will shape conversations at the Capitol in the weeks ahead,” said Blake Raulerson, vice president for government relations. “We will be actively engaged with lawmakers throughout the session to discuss how these proposals align with the University of Georgia’s needs and the state’s long-term goals.”

Finally, the budget proposal includes $40 million for major repair and rehabilitation funds in addition to the $65.9 million already in the base budget. These funds are used across the university system to address pressing maintenance needs for essential infrastructure.

The governor’s recommendations will now be considered by the Georgia General Assembly as part of the state’s budget process. University leaders will continue working with state officials and legislators to advance investments that support student success, innovation, and the University of Georgia’s role as a driver of opportunity and economic growth for the state.
